In November 2015, the Lincoln County Sheriff’s Office began investigating a criminal complaint of stealing along the 900 block of Mennemeyer Road, in unincorporated Lincoln County.
According to the victim, she called 45-year-old Jeffery A. Rickman, of “Rickmans Flooring,” to perform a flooring estimate on October 21, 2015. After agreeing to the estimate, the victim agreed to pay a $300 deposit for the work.
After a month of no returned phone calls, the victim was able to reach Rickman who refused to perform the work and not return the deposit. The victim called law enforcement.
For months, detectives repeatedly contacted Rickman who agreed to speak with investigator but would not show up. Rickman provided law enforcement multiple excuses for not meeting with investigators until March 20.
Detectives caught up with Rickman and questioned him at the Sheriff’s Office. Rickman admitted to measuring a few rooms for the victim and charging her a $300 deposit. Rickman told investigators his deposit was excessive considering he did not do the work.
Detectives found multiple social media complaints about Rickman’s business practice of asking for deposit money and not performing work.
Rickman is currently charged with Stealing by Deceit. Rickman posted a $2,500 with 10 percent cash authorized bond and is was released from the Lincoln County Jail on March 21, 2016. Other conditions of bond may apply.
